Templates are special pages used as includes on other pages as a mater of policy. While any page can be included templates are specially created only for such actions.
Template for Opinion Sections - this template introduces a headed section for editors to add their opinion.

For short or stubby pages - some pages "feel" incomplete and an be marked as needing more content so that other editors are alerted to the need. Traditionally stub markers go at the end of an article.

For spammed pages without prior content. Such pages will need an alternate content to replace the junk that has been added. This general statement of policy can provide that content.

About a person. Pages about people need special and careful attention. Anything that is lacking evidence or clear attribution of opinion must be removed swiftly. Furthermore any inflammatory opinions should be removed.
